More than 150 human rights organisations have expressed their “profound concern” at the possibility that the candidate of the Chilean ultra-right, José Antonio Kast, could be elected in the second round of the presidential election on Sunday, 14 December. In a joint statement, organisations representing victims’ families from the dictatorship, community groups, trade unions, cultural associations, memory sites, academics, feminist movements, migrant groups, and networks of Chileans abroad have warned of the social, democratic, and international impact that implementing his presidential programme would have. They indicate that a potential Kast government could consolidate a “neo-fascist authoritarian system” that vindicates Pinochetismo, leading to greater inequality, fewer freedoms, and increased repression against those who oppose its measures.
[El Siglo, Santiago] The following is the full text of the public statement from 152 human rights organisations, expressing alarm at the danger a possible ultra-right Pinochetista government would pose to human rights in Chile:
The undersigned human rights organisations wish to express their profound concern at the possibility that the candidate of the Chilean ultra-right, José Antonio Kast, could be elected next Sunday, 14 December, the day of the second round of the presidential election in Chile.
Indeed, a reading of his proposals reflects not only a clear attempt to deepen the neoliberal model imposed by the Dictatorship and managed over 35 years of civilian governments—which has brought so much affliction to millions of Chilean families, creating an ethically reprehensible inequality and privileging a minority that has concentrated wealth, with a severe impact on the quality of life of the vast majority who are denied the exercise of basic human rights such as health, education, social security, among others.
Among his written and announced proposals, Kast states that he will eliminate severance pay based on years of service, review the minimum wage amount, raise the retirement age for men and women (to 75 and 70 years, respectively), and that he will cut the fiscal budget by 6.5 billion dollars. This would mean eliminating social programmes that currently allow millions of families at least to survive. Furthermore, with this announced cut, the elimination of the Universal Guaranteed Pension (PGU) and the non-forgiveness of student loans (CAE), among other hard-won rights, are at serious risk.
Moreover, we human rights organisations are particularly mindful that candidate Kast has vindicated the figure of Augusto Pinochet, the principal perpetrator of genocide in our country’s history, has denied human rights violations, and has expressed his willingness to pardon those who carried them out, including Miguel Krassnoff Martchenko—a pardon prohibited by international human rights law, given that the criminal acts for which the courts have sentenced him to over a thousand years in prison are crimes against humanity.
The implementation of candidate Kast’s Government Programme would not only severely worsen the quality of life for millions of families in Chile, provoking legitimate social unrest, but would also cause the Chilean State to be in grave breach of its international obligations, placing it on the margins of the international community.
Consequently, we call on the people of Chile not to vote for José Antonio Kast, a candidate who seeks not only to end the insufficient rights hard-won over these years, but to eliminate the scant democratic progress achieved, with the aim of establishing the foundations of a neo-fascist authoritarian system that would only bring more inequality, fewer freedoms, and more state repression for those who oppose his beliefs and his measures, which favour the ultra-wealthy.
Finally, we wish to state that, just as in the past, we will oppose this civilisational regression with all our strength and, united hand in hand with the vast exploited and discriminated-against majorities in their essential rights, we will continue working to establish a truly democratic society, founded on the full respect and guarantee of Human Rights.
